Hunting under load

I have a 6.0 HP B&S on a self propelled mower. I bought it used and it is driving me nuts.
It starts and runs fine until it comes under heavier loads in grass over 5 inches or so. It begins to surge or hunt until I stop. Then it takes several seconds to settle again.
I've emptied the tank,...it's clean. I've cleaned and blown out the carb,....nothing apparent there. This one actually has a high speed limiter screw so setting high limits is easy. It sometimes acts like it's starving for fuel, but I find no dirt or blockages. Any help out there?

I landed on the solution today. This engine has a gov spring tension adjustment. I set the idle just a tad higher than before and backed some tension off of the gov spring. Since the issue is recovery, I set the tension to where recovery was immediate when the throttle was blipped or increased quickly from idle. It runs like a champ now. No surge, no hunt, no lag,..just steady grass whackin <G>. I put it thru some 8 inch tall fescue,....no prob!
