If the package has HWY 35 on it then they are promoting a particular track set otherwise I think that they are just letting you know that you can buy tracks and sets for racing your cars.

this particular car i belive was mexico only. the car in the states is worth about 5.00 give or take a few. its a good investment as its sure to go up in the long run. the back of the card is for ads promoting other products for mattel.
