How about a "what if question" for auctions????
I sold an item on auction site & sent an invoice to buyer outside of US.
Over a time period of 3 weeks, I sent 2 messages & rec'd no response.
As it turns out, buyer had been out of town, forgot & made contact upon
his return with an apology & payment.
My question is: what would be a seller's responsibility to hold an item if a buyer
chooses not to pay & ignores all contact??
My interest is not for methods of forced action against the buyer but rather a seller's obligation to the transaction.

three "invoices/messages/reminders" over 30 days, then file the unpaid item dispute to get your fees back from eBay. double check eBay's guidelines to make sure this will not carry you past their limits for getting your fees back.

You can open an unpaid item case in as little as 4 days. Here is the policy from ebay Protection Program:

"If your buyer hasn't paid, here's what you need to do:
1. Contact your buyer. Like everyone, buyers can have emergencies or computer problems, so they may not be able to respond to you right away. If they don't respond to your email, you may want to request their contact information and give them a call.
2. Send a payment reminder. Send the buyer a friendly payment reminder between 3 and 30 days after the listing ends.
3. Open a case in our Resolution Center. If you still don't get a response from the buyer, or if you feel that you won't receive payment, you can open an unpaid item case in our Resolution Center as early as 4 days or up until 32 days after the listing ends. Your buyer is notified immediately and given an opportunity to respond. If the buyer doesn't respond or doesn't pay within 4 days, or you're unable to reach an agreement with the buyer, you can close the case and you'll automatically receive a credit for your final value fee. Read more about the Resolution Center and instructions for what to do when a buyer doesn't pay.
If you'd rather use a feature that automatically opens and closes an unpaid item case on your behalf, consider setting up Unpaid Item Assistant on your account.
4. Offer the item for sale again. You can extend a Second Chance Offer to another bidder, or relist your item and you may qualify for a credit on the insertion fee."


Unfortunately, you do not get your listing fee refunded unless you relist the item and it sells again, provided it is the second time it has been listed. I've had a few buyers not pay recently. It is a pain but part of doing business.

eBay allows fifty(50) FREE listings in a 30 day period,

so,

there is probably an easy way to avoid listing fees and never have to worry about getting them refunded.
