What is a good steering servo for pan cars?I know the futaba 9650 is a good servo,what else is good and cheaper?

Honestly, you dont want cheap. You want precision! Its worth the money.

The 9650 is worth the money. My other choice would be the JR 3421 but it is more expensive than the 9650
