I helped out with one in Reno,Nv and it wasn't open 24/7 due to homes close to the park.
It was open from 1/2 hour after sunrise till 1/2 hour before sunset. those rules were set for noise reasons,because of some people trying to run Nitro's to early in the morning and running on the track way after dark (Don't know how they could see the cars that good). We also had to get a Amplified noise permit for the announcer and any big events we had at the track.

Depending on the type racing you're looking at - grabbing a PUMP type WEED SPRAYER with some COKE SYRUP or BROWN SUGAR/WATER combo and coating the corners, can pretty much make you an instant race track on most surfaces. We used to use it on TILE, ASPHALT, TENNIS COURTS, AND CEMENT. I know GO CARTS still use it in INDOOR on the racing surfaces...Throw some cones down and have at it...
