Founded in 1906, Paya (Spain) rose to fame making wind up tin toys. Along the way they also made 3" scale diecast cars similar to Matchbox in appearance. Many were based on vehicles found in Spain and others the same as those already issued by Matchbox (and others?). Named the 2100 Series, segments included "Formula", "Turismos", "Transporters" and "Camions". Each used a plastic base plate and solid 'regular' style wheels. One known example is very pale blue Ford Galaxie police car.
