It's getting to much air or not enough fuel.
If there is a fuel filter (not familar with this model), clean it.
Leave the gas cap off and try it.
Spray some Carb cleaner/starting fluid around the intake flange while it's running and see if that changes the behavior.

I don't think you need to make any governor adjustments, the carb is dirty, remove the carb and give it a good cleaning and you will solve your problem, just be careful because parts may not be available for that engine. Have a good one. Geo

I just cleaned that same carb on a Toro mower that was a freebee. Mine ran fine at full throttle, but surged when idleing. Disassembled the carb, cleaned it. Now it purrs like a kitten. If you do the same, it should solve the problem.
