John Deere L110

My engine seems to hunt or search. The engine revs up and down over and over. This is only with the throttle in the high position or with the blade engaged. I have tried cleaning the carb numerous times. I even soaked it is carb cleaner the last time. I blew out the jets and stuck a small piece of copper wire through the jet to make sure it was clear.

What do you think is causing the engine to do this? It seems like it isn't getting a constant flow of fuel. I checked the fuel delivery to the carb and it is getting plenty of gas.

Try engaging the choke a little at a time to see if you can find a spot where it runs good. If you can do this, then there is a problem with the fuel delivery in the carburetor.

If it continues to hunt no matter how much choke you apply then it's likely the governor needs to be set. Since it does this when it's under a load this is what I would think the problem is.
