Do they glow or is it black light paint.

I tried it. the paint is very corse almost like fine salt, but it glows like crazy!
You can see the texture in the glass bottles on the shelf:

but it glows better than glow pieces and for a long time!

Glow paint glows in the dark but also flouresces under a black light. You might be confusing luminescent of phosphorecent with fluorescent (black light paint).
