Did you do a static governor adjustment? This needs to be done every time you work on the governor or carburetor.

Move the throttle to WOT and note the direction the throttle linkage moves. Loosen the nut on the governor linkage where it comes out of the engine housing. Move the linkage in the direction of WOT. Hold the linkage, then turn the governor shaft in the same direction until it stops. Tighten up the bolt holding the linkage to the shaft. Restart the engine and try it.

I put a new gov gear in ,butit still runs to fast maybe it is the carb .
any suggestions
yes i did all of that but still the same
