I came up with a way to tighten the cluster gear rivet on X-Traction gear plates without using a screw...
Here is step one:
I used a JW armature press. You may be able to use a wheel press if it will close up far enough...
Just make sure that the stub of the rivet is in the hole in the bottom of the press.
