I seem to be missing one of the springs/rods that controls the speed. I have one arm from the governor that goes to the speed control and one arm that also starts from the governor, and goes to the carb throttle assembly. Is there a diagram available that shows the proper setup? The snowblower will only run at full speed or off.

you could try looking at whats in the helpful links but you can go to a small engine shop tell them the model etc. and they would tell you and give you the part you need.

When you put in the mower model number you can get the engine model number and get an exploded diagram of the engine. It sounds to me like you may have the choke and throttle linkages swapped.
