My son has just started college in Cleveland and is looking for some racing in the area. He normally runs 1/10 oval and/or 1/12 scale road course, but is flexible. Any suggestions would be appreciated.

If he's looking for 1/12 scale jump onto the NORCAR at the Gate thread in the onroad section. If he's looking for touring cars both NORCAR and Hobbytown USA Strongsville run them. HT USA Strongsville also has a thread in the OR section. NORCAR is a little more competitive, HT a little more laid back.
If he wants 1/10 pan oval, Beero's right, Classic is the only place to go. They have a thread in the Oval Track Disscusion section.
For something a little different, BRP racing (a site sponsor) has a series that travels to all three tracks with their 1/18 pan cars. There are threads in the Mini Racers section.
What college is he going to attend? I can point him to the closest track.

He started at Ohio Technical College in September. He lives on what I would say is the West side of Cleveland. Thanks for the info!

If he's on the west side he's probably closer to the Hobbytown track which is actually in Parma just over the Cleveland Parma border, in the W130th - Snow Rd. area. If you e-mail me his address I can give you exact directions to any of the Cleveland area tracks.

Bob,
It would have to be snail mail, he has no access to the internet.
