My son likes to paint his own cars in his race games and these cars are .tga
What progam can he use to produce these files

Most decent graphics program will support targa files. Paint Shop Pro is one that is more common. I also believe that Photoshop Elements does too. You can download trial version of these programs from their respective web sites.
