how do i remove the connecting rod bolts with the oil dipper bent over them?

I don't think that the dipper is bent over the bolts but rather it's most likely just locking tabs built into the dipper unit. These can be unbent by prying a screwdriver in between the bolt and the tab and straightening them out enough to get the bolt out. Usually those tabs are in pairs so once you straighten the one out and it happens to break then you should have another one beside it.
