I just got hit with a Paypal fee I don't understand. Personal accounts have always been fee free with the restiction that you cannot accept payments from cedit/debit cards. Fine.
In looking at the fee structure, it appears the greedy #$^%& snuck in a new rule.

I got to this page off the homepage by using the "fees" link at the bottom. There is no longer a mention of personal and premium accounts, and it looks like all purchases, whether or not a credit/debit card is used, is being hit with a fee.
Do you read it that way? If so, that's a change I do not remember seeing anything about and will simply increase the amount buyers will have to pay (if you pass along the costs) even if they forego the use of credit cards.

Looks to me like the person who sent it to you picked "goods or services" which makes you liable for fees.
Just a hunch.

That's great! I'm glad I haven't needed it yet. A lot of these companies use India. I had to have Mahatma help me retrieve the security code on my Linksys when I added a new wireless printer. No big deal but the language barrier doesn't help facilitate matters. Since we are griping, I thought I'd add my too sense!

I just found out an extra fee myself on my paypal. I used it as both a debit and credit for purchases. No problem so far. But, I used it at the ATM at "MY" bank to which the paypal account is linked. My bank charged me $1.50 to withdraw cash. Again no problem, I accepted it. When I checked my checking account, I found that paypal also charged me $1.00 for the same transaction. That's a total of $2.50 to take money out of my own account. Ridiculous! I know it isn't much but, I'm glad I caught it before I was overdrawn. I'm on a very tight budget and it upset me they did that. On the same hand I made a purchase at Kmart and used my paypal card as a debit card purchase and was able to get $30.00 in cash back over my purchase. But, there was no fee for the transaction, purchase or the extra cash. I think they get enough on paypal payments made to the account and there's no need for that extra fee. I've sold two items the past week and the total paid to me was $290.00. Now out of that total they charged me $9.01 which I think is plenty. I'm glad I noticed this extra fee before using the ATM for cash withdrawals in the future.

It does appear that Paypal is charging personal accounts on certain types of transactions. This is just one more straw on a camel's back that is at the breaking point.
Some will argue that Paypal is providing a service and therefore can and should charge a fee. I have no quarrel with that. But somewhere along the line they changed the rules and I do not ever remember seeing anything about it. I checked my transactions from earlier this year and there were no fees.
Paypal started out as a free service. Then they started charging for credit card transactions, but all transactions for personal accounts were free. And that is fine; if they have to pony up money to facilitate a transaction, they are due some compensation. But when they start charging you a percentage of the transaction to use your own money, that's just greed and something I will not accept.
If I want to send money from my bank (or Paypal balance) to your account, Paypal has to put up no money, just provide a service. If they want to charge a flat fee for that service, that's also fine. But what is the rationale for charging a percentage of the transaction? Is there more work involved in transferring $100 as opposed to $1? No. Yet they will skim a percentage off the top.
Can you imagine if your bank charged you a percentage of each check you wrote, or a percentage of the money you withdrew from your account? You'd leave that bank in an instant. A bank may charge you a per-check fee, but the charge is the same whether that check is for $1 or $1 million.
Once eBay bought Paypal, things changed. Just like all the increased (and new) fees and rules (Paypal only) associated with eBay, Paypal has changed over the years to generate revenue on everything.
I used to be able to save people a few bucks by having them send payments to my personal Paypal account. Now I will have to add in the same fees I would include as if someone is paying by credit card.
I'll probably keep my Paypal accounts as a convienence for buying (that's still free to me), as well as for those who wish to purchase from me. I know the seller will probably add the fees into their price, but that's something I can see up front. And it is something that I will unfortunately have to do myself. When you are dealing with small profit margins, the Paypal and eBay fees can eat through your profits very quickly. That $3 or $4 you made on a transaction can disappear real quick.
