hi everyone, im having problem with my 12.5 hp briggs vertical shaft l-head , engine is surging and i can see gas spitting inside the carb,surges bad when throttle is changing but when i close the choke about half way it runs great. the carb was submerged in carb cleaner for 3 hours ,air compress. cleaned, did not help. mixture and idle screw were adjusted. (no changes when mixture screw was rotated either way) your help on my next step will be appreciated.

What is the compression of the engine? They are notorious for having bad compression and not running right. Does it take a while to start, or bog down when a load is applied?

Check your valve lash, particularly the intake valve. Insufficient valve clearance on the intake valve can cause a similar issue.
