My Dixon Mower has a Kohler Magnum 16 engine. It will not start
I blow air in the fuel tank and get gas out the line on top of the engine where it looks like maybe a fuel pump. Does this have a fuel pump?

I guess start with the basics first and post back. Make sure the air filter is clean. Pull the spark plug, hold it (using rubber handled pliers) with wire attached with the base touching the engine, turn it over and see if you get a good steady blue spark. Then hold your finger over the spark plug hole while turning it over to see if you have good compression (short of doing a compression or leak down test). Also with plug back in hold hand over carb intake while turning it over to see if you have some suction. See if you get any fire by spraying some starting fluid or carb cleaner down the carb intake. Read the sticky as well.

Tom,

It does have a mechanical fuel pump, If it's a horizontal engine it will be on top of the engine just left of the carb. If it's a vertical it will be on the front of the engine left of the carb, Just follow the fuel line from the carb and you will find it.

I put a vacum guage to the suction side of the pump and get zero vacum.
I will remove the pump tomorrow and check it.

I purchased a new fuel pump and installed it. Now it runs.
I found that no parts available for the pump. Only complete pump $65.00. Ouch!!

I would think about a electric pump next time this happens. I been told that it require 1-2 psi. This is on a Dixon mower and all the pump needs to do is pull the fuel up above the carberator. I can,t get the spell check to work here!
