First welcome to the forum, now;
Post the "engine" model, type, code numbers etc. so someone will know what you are working on. However you should be able to remove the float from the carb and shake it next to your ear and listen for any sloshing or set it in a container of water to see if it sinks, if it doesn't slosh or sink you probably have a deteroriating fuel line or junk in the fuel tank that is blocking the inlet needle from seating properly. Post back with what you find out and someone will tell you how to fix it. Have a good one. Geo

Like geo suggested, mode type and code of engine would be a big help.

It's possible the fuel bowl vent is blocked on the carburetor causing it to flood. The gasket between the air filter base and carburetor may not be installed correctly, if your model vents through there. If the vent is external, there may be a cap covering the nipple where a hose is usually connected. The float bowl has to vent or the carburetor will flood.

Thanks for the reply...Intek model 126302 5hp..i visually checked the gas line and it seems fine..i do notice with the gas level low in the tank the carb does not leak out of the filter and does run but it sounds rough or uneven..then when I stop the gas comes out of the air filter? Thanks

I am NOT talking about the fuel line, I am talking about the float bowl vent. Air must escape the float bowl as it fills with fuel, if it does not the pressure created inside the carburetor will hold the float down and it will not close the fuel inlet and shut off the fuel supply.

I can't tell from the IPL on your engine, but it looks like it may vent through the air filter assembly as I do not see any external vents. Take the air filter off back plate and all and see if the flooding stops, if it does, then check the gasket between the carburetor and air filter base, to be sure the vent hole is lined up with the vent and not turned so as to block it.
