This issue started last year. I rebuilt the carb because I had a bad float. Now i have no throttle control and it only runs at a really high rpm.

I have had a few people look at this. The first guy told me that the govenor needed to be reset from the inside. I did try to reset the govenor from the outside with no luck. So I recently took it to a local mower shop and they told me something similar but also said I need to replace the carb.

So my question is does this sound right? Should i just get a new carb and slap it in? Do you think a new carb would solve my issue?

Should i attempt to crack the engine open and replace the internal govenor?

First you need to make sure the linkages are hooked up correctly from the governor to the carburetor. Next you need to check the static governor adjustment (there are no internal adjustments). If this does not take care of the over speeding then check the carburetor and make sure the throttle plate is secured to the throttle shaft and that it moves freely.

Unless there is an issue with the throttle plate and shaft, a new carburetor is not going to make any difference. If the governor is not controlling the speed, then you will likely need to take the oil pan off and have a look at the governor assembly.

How can I know for sure that the linkage is hooked up correctly?

Also where exactly is the throttle plate?
