I am looking for someone that can tell me how to make a side template to print vinyl decals for this body, I have tried different ways using Adobe Photoshop but they always print too short and too small I will design the side with a 2" number and when I print it the size of the number is 1.5". The decal on the car is 10 3/8" long front the back of th front wheel opening to the rear of the car, which I set all that in photoshop but when it prints too small.

I print real dirt late model wraps for a living, so I may can help. With the information you gave here it sounds like a software problem. What program are you using to rip and print? Check your print settings to make sure it is set to print at 100% size and its not "fitting to page" or anything like that.
