I have an OLD Lambert snowblower, it was running GREAT and all of a sudden it started to surge. The engine has great compresion etc.

I pulled the cover off and noticed that as soon as the RPM's start to dip, the governer is VERY quick to open the throttle wide open, nothing in between. I know engines, but can't seem to find any documentation on particular setup.

Also, side note, this thing has never run very well with the choke completely off, I have to keep it at partial to keep the mixture rich enough to run right.

Engine # H60-75323H S/N 9344 07118 How old is this?

It's the tiny hole. Merry Christmas;

Clamp off the fuel line, remove the carb bowl, release the clamp to see if you have good fuel flow to the carb, raise the float to see that it shuts off the flow with minimal pressure, clean the junk from the bowl, clean the bowl nut, 2 holes close to the bottom and a tiny one about midway up(I usually use the wire from a twist tie), spray all holes, cracks and crevases with brake parts cleaner, reassemble and you should be good to go. If this didn't work it will be probably be necessary to rebuild the carb. If I missed something one of the real mechanics will post to help further. Refer to the photo below. Have a good one . Geo

The tiny hole is usually the culprit. It does not take much to obstruct that tiny hole.

Thanks guys. I the hole was fine.

I pulled the carb apart (I shoul've done this to begin with) I found the main jet to be on the bottom of the bowl (nut thingy) anyway. The issue ended up being that the mixture was just too rich, turned it in a bit and fiddled with it until it ran smooth. no issues, the first 3 foot drift I hit was no issue, the governer kicked in and it motored right through it.

To answer your question on how old your H60 is,it was made on the 344 day of 1969,or 1979. 9344 is is the DOM unfortunately the 9 could be either 69 or79 or 89

It being a Lambert, can't be newer than '79.
