So I've seen these things around. I even have one (the Monte Carlo). Are they collectable or should I just get it out and run it? I've thought about some decals on all that white paint. Old school NASCAR is screaming to go on it--maybe Waltrip's Mountain Dew Car would be a good call. Is there a guide if they are collectable to tell me what this thing is worth? I've always had a hard time with collectables--when I buy something I want to run it.

Very small quantities were made originally, not sure if that was the case towards the end. I only have a couple and I run them. My "collection" isn't based on future possible value. Although I will say that it is nice to see them increase in "value" I would have a very hard time selling any of them. HTH

I am going to assume you are talking strickly JL WLs and not Auto World. Some of the early release AW "Whites" were already going in the $30-$50 range.
There are also two types of JL WLs. There is the type where the body and tires are white, and there are others where the body is normal and only the tires are white. The normal/white combo, because the body is the same as the regular car, is usually not as sought after.
There are collectors who will pay about 2-3 times as much for a JL WL as opposed to a normal JL car; which is to say a WL can go for anywhere from $20-$30. The WLs were produces in smaller quantities and based on the release, some are more scarce and desireable than others. T-Jet Release 1, 2, 5 and 8 were produced in the lowest quantities (I believe), while release 3, 4, 6 and 7 are more plentiful. On the XT side, I believe only release 1 had WLs.
While not valuable enough to offset your losses in the stock market, a sought after new WL could easily trade for 2-4 normal cars.

I would run the XT and keep the t-jets
On that subject, I have just one TJet white lightning. The pullback chassis black Buick Grand National with the white tires in an unopened box. What might that be worth?

A nice variation for a WL, Grand Nationals are always desireable. I'd guess 10 bucks or more for that pullback, but I always see what the general public is paying on e-bay! That pretty much determines what the fair market value is for any car!
