Some items depend on your competitive level and how much you have to spend on the extras.
The basiic items should work fine, Camber/caster gauge (RPM), straight edge or ruler can help measure ride height, determine the center of chassis or whether the front wheel are towed in or out. Most of the manuals with recommend a basic setup that works good, minor changes may be needed for certain tracks.
The setup boards are just a little more precise than the static method, but in each case the surface must be level.

For offroad, I do not think a setup board is necessary. As previously suggested, a ruler and/or square can get you close enough. The lower grip and uneven terrain of the dirt to a degree lessens the importance of a hairline precise setup. OnRoad racing is much more precise and the setup boards are used more frequently there.
