I've said that for years about ROAR - Be a ROAR Member "In Good Standing" for a YEAR just to QUALIFY to run at a Nationals, and have to take part in at least a ROAR Regional event.

But it's about NUMBERS...and that would cause more people to NOT show up...

Did you know you can't be a NON U.S./Canada resident and race at a ROAR Nationals? Or at least you couldn't a few years ago. (I believe it was Masami that was denied the ability to run at a ROAR Nat's.)
