The year was 1999 - it was February..and the NORRCA Paved Oval Series was about to get underway.
The Location: ENCINO VELODROME, Encino CA
Towards the end of 1998, NORRCA had been testing the waters with going from 6 to 4 cells, and this would be the first "OFFICIAL" 4 cell event.
