Finally got this lil gocart running today for my kid. We took it for a spin, runs great. However, when you press the gas pedal it feels like i am just barely touching the gas. I checked the linkage and it is pegging the throttle out, but it just barely increases in speed. I got a good feeling that the governor needs adjusted. Last time I jacked with the governor i spun a rod, so I am little cautious. I loosened it up and pushed the lever all the way up and the screw was all the way counterclockwise. I guess i need to turn the screw clockwise just a tad. My question is "How much is a tad?"
Or if you think there is something else causing my acceleration problem, please chime in. Thanks!

There is a specific way to make the static governor adjustment. You cannot adjust the governor for higher speeds or better throttle response, by changing the orientation of the governor arm on the governor shaft. If you change the adjustment the governor will no longer work correctly. The only purpose of the governor is to limit the RPMs of the engine. You can adjust the spring tension on the governor to change the top no load speed. You should make sure that when the accelerator is depressed that the cable is traveling far enough to activate the governor tension spring.

Ok, so how do I put the governor back to where it needs to be? I think I loosen up the nut on the governor lever, push the lever all the way up and then turn the governor shaft all the way clockwise and tighten the nut, sound correct?

Locate the governor shaft where it comes out of the engine block. Loosen the arm that is attached to the shaft. Hold the throttle on the carburetor to the wide open position and note which direction the arm attached to the governor shaft moves. While holding the throttle wide open rotate the governor shaft in the same direction it would turn to open the throttle, turn it until it stops. Tighten the arm back down to the governor shaft. Thats the procedure for making the static adjustment on any internal governor, horizontal or vertical.

Now setting the top governed engine speed will be different depending on Make, Model, Brand etc........
