I recently downloaded a free 3D Drawing program called Google Sketch-Up. Not sure if it is similar to other CAD drawing programs, as I have no prior experience.
It wasn't all that difficult to create the individual track pieces, and the software does attach the pieces to each other intuitively. It has terrain building features, which I have not figured out yet.
For someone software savy, I think you might be able to create a fairly nice scale representation of a track, including landscaping and structures, and then view it from any angle.
I'll post a sample when I get something created that is worthy of sharing, but hoping someone more talented then me might want to give it a whirl and share their work.
