Yes, it is true I am an Oval racing newbie, but I am interested in getting into the sport for the winter. I know there is a local track that runs races from now(sept) till around April.
My questions are.
1. Where can I go to get more information on the sport. Mainly to find out the different classes and setups.(I will be going to the local track to get input from the other races also.
2. What is a good car to use as a newbie. I dont want to put tons of cash into the sport just to find out that it isnt for me.

best thing to do is go to the track. Can't recomend a chassis unless we know what classes there running. besides your going to want to get something that the other racers are familiar with. Then they can help you get all the set up you will need.

1. This is a great place to get information on the sport. there is a search feature if you're looking for something specific. I'd suggest just going back maybe a year and browsing forward page by page in the general discussion. You'll learn a ton.
As far as classes you'll be running one of the ones your local track offers, so that is the place to go for that info. Where do you plan to run? The track may have a thread in the tracks section or race events section on here. Even if it doesn't I bet there are guys on here who race there, no matter where it is.
2. Literally any car that you can get parts for is a good car for a newbie. I would hook up with somebody at your track and have them steer you in the right direction to get some good used equipment. If you look on the swap and sell section on this site you can find basically all the equipment you need used and in great shape. You'll just need some guidance on what to get and what to avoid.
