I have a couple questions on the subject engine The engine is on a wheel horse garden tractor. It has a fuel pump on it. It will start if you dump gas down carb however wont keep running on its own 1) What happens if you install a fuel filter for a non fuel pump engine -- will it not run or start properly 2) How likely is it that the fuel pump is shot as opposed to the needle and seat sticking. Thanks in advance.

Theres a 50% chance the problem is your fuel bump, it may also be junk in your main jet of the carb. Adding a fuel pump before the fuel pump will have no effect on the pump itself, it would work fine.

I think what he means is "adding a fuel filter before the fuel pump will have no effect on the pump itself, it would work fine.
I don't think you should replace the pump unless it's bad of course. You can test the pump by removing the fuel line going to the carburetor. Crank the engine over and see if fuel comes out of the fuel line (catch the fuel in a can or something). If the fuel pumps checks out then it's time to look at the carburetor for a problem.

Well all fixed except for slight leak at fuel pump fitting which I will address in another post. It was the fuel pump. Had gas at the tank, but not in front of the filter. Installed the fuel pump rebuild kit $29.95 and fired right up.
