Ive got a tvm195 on a rear engine snapper. I replaced the govoner spool and set the gov linkage to specs and it runs fine at idle. under a load the gov spring pulls but doesnt bring the rpm up. what basic adjustment could i try?

Can you possibly tell me the gov linkage specs?

actually in the service manual, it says to loosen the gov shaft and extend the gov arm to full throttle to the right, then tun the part that touches the spool to the left and lock down. Could this be my problem? the carb section in the manual isn't very clear to me.
