I believe that is a decal for one of the European sactioning bodies. Looking for the actual logo now.

Ok, I been looking for hours and can't find what I'm looking for. However, I'm fairly sure that is an ACO competitor's sticker. That is not a picture of anything, it's actually text that reads something to the effect of:

l'Automobile Club de l'Ouest
les 24 Heures du Mans, Circuit de la Sarth
(event dates)
(Competitor Class)
