I own a push mower with a 3.5hp briggs and stratton motor - it is one that has a fixed throttle control. It's about 2 years old. I didn't put any fuel stabilizer in the fuel over the winter. This year I started the mower after the winter and it surges fast then slow, but as the fuel in the tank runs out (during the last 20 to 30 seconds) the mower speed increases and runs normally. Any suggestions on how to fix this would be appreciated. :) I am not very knowledgeable about gasoline engines. I have cleaned the air filter but that did't help.
