Update. I got the mower to start and run for about a minute. It then begin to surge up and down alot. I tried to adjust the governor spring from the front to stop the surging and it died. It may have run out of gas as I had very little in the tank. Put alittle more gas in and now it won't restart sounding much the same as described below. I can't smell alot of gas but it has the signs of being flooded. HELP.

I have a 1999 toro recycler mower model 20023 with a briggs 6hp engine model 12h802-1767-1e engine. I had a problem with gas leaking out of the carb into the air filter. Today I replaced the seat and needle. After I put the carb and air housing back on, I tried to start it. It won't start and acts like it is not getting gas. One thing that I noticed is that the cable at the carb throttle is not moving when the baling at the handle is depressed. Could this be the problem (and where is the likely problem area)? Any other ideas?

Thanks for the help

I think I've figured out the problem. Admittedly, my explaination left alot to be desired. Hell, I can't even explain to myself let alone the board :)
