Generally, yes. But the cars are better proportionate to each other. The Impala is much bigger than the Mustangs. The GTO convertible is not quite as big, etc. JLs tend to be "3 inches".

JLs can certainly vary in proportionate size. I've read that this is due to using the available wheels and tires to base the scale. For example, the Nash Metropolitan has to be huge, compared to a Cadillac or Lincoln for example, for the common wheels and tires to look appropriate to the casting.
