The governor linkage has been removed. I am installing the linkage. I know I set the throttle to wide open. Then do I turn the shaft "Clockwise" or "Counterclockwise" before tightening the set screw?

I believe that you need to turn the shaft counter-clockwise.

That said, the best way to approach this is to, like you said, move the throttle plate to the wide open position. Pay attention to the direction of travel of the governor linkage. While holding the throttle in the wide open position rotate the governor's drive shaft in the direction that will move the linkage and the throttle to the wide open position. Now holding everything in place, go ahead an secure the linkage to the shaft.

counter clockwise, if im wrong it wont go in =) just make sure all governor adjustment is good or else ya might be hittin 5000 RPM or so =P
