Hot Wheels did this body style. 2 versions of this in 1997, so it may not be the 99 style (I don't recall the difference):

The other is black and was only sold in a FAO Schwarz set.

The casting is actually a Corgi casting, so perhaps they have a silver one out there from the same time period.

I have the Red E46 M3 Convertible and Two E46 Hartops that has the special green color. The convertible i got from another country... I will find it and tell you which brand makes it. All in 1:64... Oh and i also have a 1:64 E46 M3 CSL

The HW is an E30, I beleive he's looking for an E36. '99 might've been an E46, not sure.
