i was looking around and seen the ip 3800 for a good price and wondered how they were compared to the ib cells thanks

IP3800s are good cells. They can run with IB3800s. However they obviously don't have the voltage and capacity of the IP4200 and IB4200s. I'de say for very serious on-road or oval racing, you should consider IP4200s or IB4200s. However for off-road or practice, the IP3800s are a good option.

Like Hugues said above it depends on what type of racing or playing around your doing. They won't have the power of the newer 4200's but would be fine to beat around with or for practice packs.

They will be fine for offroad racing.

You should definitely see a difference with GP3300s. Many local offroad racers around here use them and they saw a difference when switching from GP3300 to IP3800s. You should have more punch with the 3800s, mostly because of their lower internal resistance.
