Yep -- looks like it.. from the Novak website:
This is a motor sleeve heat sink for the Novak Velociti and SS-Series brushless motors to provide additional motor cooling. The heat sink features high-efficiency ribbed cooling fins with the Velociti “V” shape, and is designed to fit the Novak #5647 25mm cooling fan. Height above motor is 18mm (0.7 inches). Includes thermal paste for maximum heat transfer, and installation instructions. Available in anodized black for maximum heat transfer (#5413), anodized purple to match the GTB heat sink (#5414), and anodized blue,/b> (#5415).
They even work on pan cars with a little work!! You have to remove the middle wide part and then it will go right around the axle!! But some cars have pods that are too short and you have to do more work than that to them.

It just seems to be a lot of extra weight to be of any help. Changing the rotor will cool the motor about 25-30 degrees.
