I could be wrong, but a carb that overfills and spills HAS to be a float or seat problem. Whether it's a defect or adjustment.
I just don't know anything else that can cause that.
Unless there is a fuel pump outputting way too much pressure all of a sudden.

If it was mine, I'd go ahead and adjust the float's needle tang so that the float sits down lower inside the bowl when it closes off the needle to see if the flooding stops. If not, I'd then replace the float & needle and maybe even peform a more complete rebuild of the carb. If this doesn't fix it, then I wouldn't know what to do other than it's possible that the carb is warped or cracked?
So far as your shut off problem, it sounds like the switch is bad and is always grounding out the ignition. I'd get a test light to see if it's working right. Another possibility is one of the safety switches may be bad. I'm not sure what your application is or how your wiring is set up, if it's a rider mower, check the mower blade engagment lever,, the seat, & the brake lever for switches that might not be working or have been damaged.

I have two B&S Engines with the same problem. Rather than replace the carbs, I put a fuel shutoff valve in line. The seats are removable, but a lot of times it still will leak by. the carbs are too expensive to suit me. Besides, with the shutoff, you can run the float bowl out and the carb won't gum up during the off season or during extended storage. You didn't mention if this occurs during storage or when it's running, but I'm figuring that it's during storage.
