Throttle..... its right there at the carb.

tea bugman but the gov stays wide open so it revs it out and my friend told me i was missing a screwthat goes in to the carb that is the throttle

Look at the governor itself, there should be a spring down there, make sure it isn't jammed, sprung out or broken. There's many different carbs, but most will have the high speed mixture needle, the idle or low speed, and a stop screw you adjust for idle speed as well on some, thats just a screw that would determine how open or closed the butterfly is.
