I am trying to put together a few carts for our youth group. I have a honda engine tha t is popping, snorting, and bucking after it gets warmed up. What is the deal?

I also have a Techumseh engine that does not seem to get to max rpm. and runs rough. what is the deal with govenors and can i just hook a cable to the carb linkage on the top and run this thing fast?

Govs. only let your engine go 3600 r.p.m. It's probably a good thing that it is regulated. Your governor linkage springs could be "un-springy" or some other linkages may be loose.

Yes you don't want to tamper with the governor.... it keeps the engine like said, at 3,600 rpm, and keeps it from blowing up. For the tecumseh... try the usual carb rebuild and carb adjustment (1.5 turns out from snug on the needle as a baseline) For the honda.... is it a over head valve? the usual for that, try a carb rebuild and valve adjustment.... I'd also do a compression test on them to see how good they are.
