Then after i shut it off gas rsn out of valve breather hose pretty sure float is sticking just ordered a carb rebuild kit. Have i wasted my money ? any help or comments welcome thanks

No, you havn't wasted your money, it could be a couple things, either the inlet needle is stuck, or the inlet needle and or inlet needle seat is leaking, or the float is sticking or has gotten a pinhole and has filled with gas, check for heavyness or sloshing, a new one then is in order if it has gas in it. Just make sure to change the oil, and then a few minutes after I'd change it again to make sure all the gas is out of the crankcase. Don't run it with gas in the oil.

Small hole in the middle, that should be the inlet needle seat, this is what the inlet needle seats on, the old one has to come out before you install it.

The big needle (has a point at the end) that came out with the float, theres a seat up that hole. As for the starter gear, I've seen lowes selling em, usually they all use the same one.

No, I'm not gonna rule out a worn out spring though..., make sure the linkage is workng freely, and nothings sticking...
