The front bumper may be salvageable. My guess is that the front screwpost is cracked and the copper wire is acting like a homemade helicoil.

The wire is used to keep the hood from flying up when its running around the track...

That copper wire serves as a lightning rod. Obviously installed after the first lightning strike took out the rear end.
