Well I still haven't figured out what is wrong with the engine. It still goes really fast on fast and then shuts off when I put the throttle down to slow. I put in fresh gas and put a new gasket on between the engine and the carborator. When it is in choke puffs of black smoke come out. When it isn't in choke a little black smoke doesn't come out. I could manage to drive the tractor around while it was on choke but if I put the engine on fast and then take the clutch of it'll stall but it'll go for a little while on fast if I already have clutch out when I move the throttle. I know it prob has something to do with the governers but I just don't know where to start with for adjusting them because I don't know how the engine will act if there is too much gas or to much air in the mix. Also, which flap on the carborator controls the air and the gas. Or do they both control air? Also what way should the flaps be when the engine is in choke and when it is in slow? Any help would be much appreciated.

Black smoke is a rich condition, does it have any fuel mixture adjustment screws? Screw em in till snug, and back em out 1.5 turns as a baseline.

Black smoke can be caused by a dirty air filter, worn or fouled spark plug, improper carb adjustment, or a weak ignition spark. Most likely you need to adjust the main jet on the carb (if adjustable) but dont overlook a weak ignition system.
