I really doubt this thing is an official HW item. I'm sure someone just stuck a HW sticker on this, wether it was done in the 70's or later who knows.
Me and a few others also collect items from a local area here in WA called Snoqualmie Pass and someone made the comment "I could just put the name snoqualmie pass on anything and you guys would buy it". I bet it is almost true, and the same thing with HW stuff.......

I don't remember any mini HWs sold in vending machines in the 70s... the only mini HWs I can remember at all were the ones from the early to mid 80s that used to come in three packs or as mini Park N Plates
