create one large, empty picture. copy and paste the four smaller pictures inside the large one. Align as needed. Crop. Resize and optimize. upload to ebay, or reference your picture/hosting service...

I do that all the time in MS Paint. I'm a cheap SOB, heck if I'm gonna pay 'em for 3 pictures...

I don't believe so... I use Micrografx Picture Publisher from about 3-4 years ago. I paid for it back then but I'll bet that most shareware or freeware packages nowadays will do the same thing, although maybe not exactly as described...

MS Paint is built into Windows.
Go to the Start menu, Programs, Accessories, Paint.
