This is mainly for modern magnet cars but you can easily tailor rules to different classes of racing and cars as long as you know what the variables are for each class of car you are running. For example, different arms and magnets, stock or aftermarket hop-up parts, different tire types.
Just remember to institute rules that you and the people you race with are comfortable with. You want the rules to support your club's mission and to attract more racers to the track. Keeping costs reasonable and competition fair and healthy is more important than anything else.
The bigger magnet car racing groups in the US include HOPRA, UFHORA, HOPAC, and SHORS but there are many smaller groups who have their own set of rules. Many clubs base their rules on one of the national organization's rules for convenience but modify them for their own local needs.
The classes of cars you mention are generally no longer run at the national level in the US. But some of the long standing organizations like HOPRA have run these cars in the past. You may be able to get a copy of some of the older rules that applied to the cars you mentioned. The value here would be in determining how to level the competition if you want to run different brands of the older cars against each another, like Tyco versus Tomy.

There were enough differences between those older cars to require different accomodations for different brands to keep the racing equal. If you only race like brands+types against themselves you won't need to know this level of detail.
The current set of race cars competing at the national levels, those from Wizzard, Slottech, and BSRT are so equal that no extraordinary rules accomodations are needed. It's much like NASCAR is with Ford, Chevy, and Dodge. Any brand car can win.
