I saw this on the bay and was wondering if it was made by Topper as well.

Yes it is by topper from the 60's. I have a few of the toy makers and Johnny Speed Cars. The toy maker makes 1/24 scale cars i believe and the Johnny Speed cars are 1/18th scale and remote control by wire - I think they only made an XKE.

I have both the Johnny Speed red Car (hybrid Vette-Jaguarish sort of thing) and the 2 different Johnny Toymaker sets. They did actually make another car in the same scale as the JagVette, I can't recall what it was sort of a Mustang/Riviera hybrid sort of car if my memory recalls.
Does anybody know if anybody now makes replacement (hard drying) plastic "goop" for these Johnny Toymaker sets?
Here's the jingle from Johnny Toymaker (I've watched the old TV ads hundreds of times - my kids get a huge kick out of these - how I wish they made TV ads like they used to):
"Johnny Toymaker, You make 'em, You make 'em,

The Topper marketing folks were (ruthless geniouses). Anything to sell a toy...

I have this one... it's Topper, but not Johnny anything. It was made for the Topper Penny Brite doll in the early 60s, and later reissued for the Topper Dawn doll in the late 60s. (I think I'm close on the years...)
Didn't they also make a big full-size-Pontiac-looking convertible? A Secret Agent car or something? And I'm sure I've also seen an auction for a Topper play dashboard that was the COOLEST-looking toy I've ever seen...

I used to have a Secreat Agent Sam briefcase with all the cool gadgets (shoots from briefcase, camera that works, etc).. I also have the Super Helmet 7, the same helmet later used as the Johnny Lightning (minus the super 7 gadgets)..... Topper toys made some goofy stuff.

There is a hard goop new "superplastic" that I made for the Topper toys. It is at dr-goop.com . I was wondering about the track that I see advertised with the Johnny Toymaker sets. Does anyone know of any track in existance besides the advertisments?

I remember those sets - Johnny Toymaker - from my childhood and recently came across a set at the local flea market (Columbus, NJ). I bought it and man!, the smell of that goop really brought me back to the 60's.. Probably toxic.
