I have a homlite Generator-LRIE 5500 with a B&S 11 hp Industrial plus, model 256417, type 0134; Coming off the engine shut off switch are two white wires, one goes to the magneto(?) and the other one is hanging below the carb not hooked to anything. where is this suppose to go?
Also the engine surges back and forth when I put a load on it, Can I adjust the governor to eliminate the surging?

the other wire should go to a ground of some sorts i beleive. as for the surging, does it have and carb adjusting screws?

just one carb screw, and I have tried to adjust it while under load but its not helping. I also have removed the carb and cleaned it out (a walbro carb) noticed the float was sticking and freed it up, blew out the rest of the passages etc. I have made progress because when I bought the generator (used) it wouldn't even start unless on choke and would die right away. I am wondering if it is getting enough fuel? or the float and/or needle valve is still sticking? Also I could not remove the main jet fromt he bottom of the carb, It should unscrew right? Any other suggestions?

if the bottom jet if you look at it...some are removable, others are fixed. should be brass if its removable. as for the needle....if the engine is of age or sat a long time......take a look at the needle, and the little seat up there, and your float to make sure its still not hanging up. did you blow some cleaner through the jet there?
